We used to authorize message submission based on IP address -- you
could only use smtp.hermes if you were inside the University. Now we
support authentication based on username and password, so you are
authorized to send email from anywhere.

In order for this to work properly it has to bypass anti-spam
protections which assume email is transported on port 25. So the new
recommended settings use different port numbers.
