Advantages:
sender is responsible for handling a bounce
reduced likelihood of collateral spam
"exiscan" is nicely integrated into Exim

Disadvantages:
time between dot and 250 must be short
machines must be able to handle peak load
server load can be controlled by attackers
prevent meltdown by rejecting connections
bad for user agent message submission
